Este proceso de mejora continua que apenas inicia requiere de investigación y de seguimiento que le permita a los directivos, docentes, a los estudiantes, a los padres de familia y en general a todos los integrantes de la comunidad educativa, frente a una nueva mirada del modelo de gestión que le permita fortalecer la Gestión Directiva en la Institución Educativa Santa fe.The present investigation favors the Educational Institution Santa fe Municipality of Montería; from the Management Directive, since through it is sought that teachers and administrative staff can have another vision of the Institution, see alternatives for improvement and be more and more competent, assuming an attitude of change and permanent innovation to meet the challenges of the new educational trends. Análisis de la implementación del Sistema General de Regalías y su aporte en el cierre de brechas en los municipios de Colombia

237 páginasLas regalías en Colombia son una contraprestación económica a favor del Estado por la explotación de los recursos naturales no renovables, que representan una importante fuente de financiación para proyectos de inversión en diferentes sectores en el territorio colombiano. La política pública del Sistema General de Regalías se cimienta en los principios de equidad, ahorro, desarrollo regional y buen gobierno, y a través de un conjunto de objetivos que tienen como fin último el mejoramiento de la calidad de vida de los colombianos; durante los cuatro años de implementación del Sistema General de Regalías que existen deficiencias alrededor del logro de los objetivos generales, específicamente en el cumplimiento del objetivo No.2 “Propiciar la adopción de mecanismos de inversión de los ingresos minero-energéticos que prioricen su distribución hacia la población más pobre y contribuya a la equidad social” este trabajo aborda la siguiente hipótesis, “La implementación del Sistema General de Regalías no ha aportado al cumplimiento del objetivo de inclusión social que tienen como fin último contribuir al cierre de brechas en el país”, analizando el proceso de implementación desde su diseño y determinando el aporte de las inversiones realizadas en el cierre de brechas en Colombia.In Colombia royalties are an economic retribution in favor of the State for the exploitation of non-renewable natural resources, that represents an important source of resources for investment projects in different sectors and territories. The General Royalty System public policy is based on the principles of equity, savings, regional development and good governance, and a set of objectives whose ultimate goal is the improvement of the quality of life of Colombians. In the first four years of implementation of the System, there are relevant deficiencies related to the achievement of the general objectives, specifically in the fulfillment of Objective No.2 "To promote the adoption of mining-energy income investment mechanisms prioritizing their distribution towards the poorest population and contribute to social equity" this paper addresses the following hypothesis, "The implementation of the General Royalty System has not contributed to the fulfillment of the goal of social inclusion whose ultimate objective is to contribute to the closing of gaps in the country", analyzing the implementation process from its design and determining the contribution of the investments made in closing gaps in Colombia.Magíster en Gobierno y Políticas PúblicasMaestrí
